At the helm of our team stands Dr. Joseph A. Cortez, a seasoned professional with a wealth of experience and expertise in both academic research and practical application. 

With decades of experience in leadership roles across various sectors, including executive roles in public safety, Dr. Cortez brings a unique perspective to the table. His background includes extensive research and academic study in organizational development practices, learning and development, and public policy. This combination of theoretical knowledge and real-world experience allows him to offer comprehensive solutions tailored to the specific needs of each client. 

Dr. Cortez's contributions extend beyond academia, as the Head of Learning & Development for a tech company, he developed a Management Development course that helped transition from a private company to a successful, growth-minded, and profitable public company. Dr. Cortez has also played a pivotal role in evaluating critical failures and developing structured responses to reduce liabilities. His dedication to enhancing organizational effectiveness and promoting best practices has earned him recognition as a trusted advisor in the field. 

In addition to his role at OCAL Group, Dr. Cortez serves as a faculty member at the University of Southern California as well as an instructor at the University of Chicago Harris School of Public Policy where he continues to shape the next generation of leaders.
